This dataset was derived from 2020 U.S. Census block geography and attributes and classified by the Nebraska Public Service Commission to distinguish High Cost (Rural) and Urban areas using household counts, household density, and place-based classification criteria. High Cost (Rural) census blocks are represented as spatial features in this dataset; Urban areas are represented by areas outside the dataset’s spatial coverage.
2020 Census block data were evaluated to classify census blocks as High Cost (Rural) or Urban. Census blocks were designated as High Cost (Rural) where the GEOID20 attribute is populated. Urban classification was determined using Census place-based classification derived from the CLASSFP attribute. Criteria applied included: (1) Housing_Occupied > 20 per census block and (2) Housing_Occupied density > 42 per square mile; OR (3) place-based classification where CLASSFP = C1 or C5 (PSC Urban, incorporated place) and not U1 or U2 (PSC Rural, census designated place).
